This scene is from the Teen Titans storyline "Judas Contract". The plot revolves around Deathstroke the Terminator employing Terra to spy on the Teen Titans and betray them.

Dick Grayson has just discovered the wreckage at Starfire's apartment, and determined that she was captured via a trick package.

He then searches for Wonder Girl, Donna Troy, at her photo studio. When she's not there, Dick Grayson deduces that she was kidnapped via ether gas.

In a flash back, Donna is preparing a photo developing solution, when gas starts to come out. She passes out and gets kidnapped off panel.
