The whole premise of this manga is about a magical girl, who in order to transform into her magical alter ego, must physically change into her costume. Thus it is filled with jokes about panties and whatever.

In this scene, the girl in glasses gets shot with a tranquilizer dart. Another girl then undresses her and puts the girl in glasses in a witch costume.
