I finally figured out where this came from! I did some research and I found out this isn't a fan-made thing at all. Apparently this belongs to a series of Detective Conan mangas called the 'Special Edition' series and they're done by Aoyama's assistants (which is why the illustrations are similiar to his style). The catch is that they aren't related to the main manga plot, they considered side-stories, and are rarely adapted for the anime except for two. I don't know which volume this belongs to but it's part of the special edition series and not the main one.
