Rudy (Dr. Wells) says "it's gas" . . . so it appears self evident how they are put to sleep. Interesting that she can't break the arms of the chair even if she can't break the clamps. Wonder Woman often crunches the chair she's strapped to even if she is bound with her magic lasso. Chairs break more easily than chains anyway.
